Newly published BDS report identifies in excess of 320 contracts on regional and county level 

BDS have just published the 18th annual edition of the Highways Term Maintenance contracts register for Great Britain. The register includes a list of all highways term maintenance contracts, frameworks, and in-house provisions for local authorities and major highways maintenance bodies across Great Britain.

The current report identifies in excess of 320 contracts and information is supplied on a regional and county level. Details of companies handling the contracts in addition to contract start and end dates can be found within the register.

 

Purchasers of the register use the information to identify forthcoming dates for contract renewals and obtain target details for potential future acquisitions, as well as the supply of products and services.

The recently published Annual Local Authority Road Maintenance (ALARM) survey reveals a concerning trend of budget shortfalls across local authorities in Great Britain. The report estimates that the anticipated cost of repairs to the road network now exceeds £16.8 billion.

Highways maintenance budgets for England and Wales experienced an average decrease of £26.0 million per authority, with the c.4.1% reduction failing to keep pace with the growing inflation rate, which has significantly escalated the costs of repairs.

And whilst pothole repair costs decreased by around 4.3% compared with 2024, the cost of reactive (unplanned) repairs remains nearly twice as high as that of planned carriageway maintenance.

At the time of publication of the 2025 register, BDS identified that around 29% of contracts are due for renewal by the end of 2026, with around 10% out of contract by 31 December 2025.
