Letter to the Editor

 

PROPOSED MSER

"Sir, –– I write as a Member of the Institute of Quarrying with particular interest in explosives engineering. Through the Institute of Explosives Engineers I sit on various HSE advisory committees including the Advisory Committee on Dangerous Substances (ACDS) and the Quantity Distance Sub-committee (QD)."

 

"The proposed new Manufacture and Storage of Explosives Regulations (MSER) will fairly dramatically affect those keeping explosives in ‘brick and concrete’-type explosives stores and those keeping explosives under the smaller-quantity stores for Mode A, Mode B and private use."

"Although the proposals have already gone out for consultation, the Committee urgently seeks a response from anyone likely to be affected (for example, we know of one local authority Division C store currently licensed for 450kg that, under the new proposals, could have its capacity reduced to less than 50kg)."
