Second round of WRAP capital funding

 

"WRAP, the Waste and Resources Action Programme, has announced two further capital grant competitions under its aggregates programme. Capital funding is a key element of this programme and is aimed at increasing the UK’s infrastructure for reprocessing construction and demolition waste and other materials to produce recycled and secondary aggregates."

It is anticipated that several projects from each competition will be supported to contribute towards WRAP’s target to increase reprocessing capacity in order to deliver an additional 2 million tonnes of recycled and secondary aggregates by 2004.

 

"One of the competitions will focus on two important elements not previously addressed in WRAP’s aggregate capital funding for England. The first of these is the identification and processing of metallurgical slag resources to produce a secondary aggregate. The second element will be aimed at the production of recycled aggregates from clay-contaminated C&D and excavation wastes, presently being lost to landfill, by the use of lime."

"The other competition marks the launch of WRAP’s aggregates capital assistance programme for Scotland. Projects will focus on the segregation and processing of C&D waste to produce recycled aggregates, together with processing of secondary materials such as industrial slag and colliery spoil. The competition will also cover recycling processes for concrete, brick and asphalt which facilitate their uses in higher-value applications."

"Based in Scotland, the successful projects will be those which can deliver a consistent supply of quality recycled aggregates to meet end-market requirements."

"Commenting on the announcements, Steve Waite, WRAP’s aggregates capital projects manager, said: ‘WRAP’s strategic aim is to increase the supply of quality recycled and secondary aggregates at competitive prices. Capital grants are an effective way of increasing the infrastructure necessary to produce these quality materials from C&D, extraction and related industrial waste.’"

"The funding from WRAP will be made available by means of a competitive procedure, and the level of support will be a proportion of the total project value, not exceeding 30% of the eligible costs. The new facilities will be expected to become operational in 2004 and contractors must be able to demonstrate both a sustainable source of material and an end market. In addition, tenderers must be SMEs or the project(s) should be located in a National Regional Assistance (NRA) area, or both."
