DETR publications

DETR has published new mineral planning guidance on stability in surface mineral workings and tips which aims to assist mineral planning authorities and minerals developers in considering stability issues in the determination of applications for mineral working. MPG5: 'Stability in Surface Mineral Workings and Tips' is also relevant to other developments in or near to disused quarries or tips, and the general principles can also be applied to other developments involving excavation or tipping.

The guidance aims to reduce the potential adverse impacts of quarry and tip instability 0n the surrounding environment and ensure that brownfield sites affected by quarrying and tipping are brought safely into productive use. The document explains the basic causes of instability in quarries and tips and clarifies where they may need particular consideration by MPAs. As well as taking forward existing guidance in 'Development on Unstable Land' (PPG14) and 'Landslides and Planning' (PPG14 Annex 1), it complements The Quarries Regulations 1999 and the accompanying ACoP, 'Health and Safety at Quarries'.

DETR has also recently published guidance that will help planners and operators find suitable sites for the recycling of construction and demolition waste for aggregates, and will also help to set out the principles for good management of the sites. As this type of recycling is usually carried out in urban areas, near to the source of supply and markets, it is important that the environmental effects of the operation, i.e. noise, dust, traffic etc, are carefully controlled. The guidance also covers the production of aggregates from secondary materials, such as power station ashes and steel slags.
