Innovative roads partnership wins recognition

Argyll and Bute Council receives customer engagement award for roads contract with Breedon Aggregates

BREEDON Aggregates’ innovative roads partnership with Argyll and Bute Council has been recognized in the Government Opportunities (GO) Excellence in Public Procurement Awards Scotland, with the Council being awarded the Best Customer Engagement Initiative of the Year Award.

The award recognizes procurement activity that has demonstrated an unwavering focus on outcomes for people who use public services.

The local authority was recognized for its roads capital works contract with Breedon Aggregates for Kintyre and the Islands. Nearly a third of Argyll and Bute’s road network is on the islands and Kintyre has many of the characteristics of an island when it comes to roads because of the long distance from the nearest quarry.

The innovative strategy saw a single contract awarded to Breedon Aggregates for all machine patching, surface dressing, resurfacing and overlay works on the islands of Mull, Coll, Tiree, Colonsay, Islay and Jura, as well as the mainland area of Kintyre.

The contract was designed to make efficiencies and savings by maximizing the use of both council and contractor resources and sharing risk and rewards.

Council leader Dick Walsh said: ‘The single contract for road treatments on the islands and Kintyre is an excellent idea which has made a real difference to isolated communities. The single contract allows for a full partnership between the contractor, Breedon, and the council.’

Alan Mackenzie, chief executive of Breedon Aggregates Scotland, added: ‘It’s great that this innovative partnership approach has been recognized. It allows the local authority to maximize their budgets at a time when funding is under pressure, while ensuring they deliver for the people using these roads.’
