These licences are required by anyone who proposes to deposit, recover or dispose of waste. The licensing system is separate from, but complementary to, the land use planning system. The purpose of a licence and the conditions attached to it is to ensure that the waste operation which it authorises is carried out in a way which protects the environment and human health.
